Vietnam National University, Hanoi Issues New Undergraduate Admission Regulations for 2026 with Many Innovations


On March 20, 2026, Vietnam National University, Hanoi (VNU-Hanoi) promulgated its Undergraduate Admission Regulations, applicable to all undergraduate training programs within its system starting from 2026, aiming to refine the admission mechanism towards synchronization, transparency, and improved input quality.

The Regulations comprise 3 chapters and 20 articles, comprehensively governing all aspects of undergraduate admissions, from the scope of adjustment, applicable subjects to admission principles, eligibility criteria, admission methods, priority policies, quality assurance thresholds, application process, selection, enrollment confirmation, and responsibilities of relevant parties.

One of the prominent new features of the Regulations is the diversification of admission methods. Accordingly, training units are allowed to use a maximum of 5 admission methods (excluding direct admission), including: using high school graduation exam results; results of the competency assessment exam organized by VNU-Hanoi; international certificates such as SAT, A-Level, ACT; along with other combined or specific methods. This regulation helps expand recruitment sources, creating more opportunities for candidates to access training programs suitable for their abilities and personal orientations.

The Regulations also supplement and clarify the principle of equivalence conversion among admission methods, ensuring fairness among different groups of candidates, while controlling the total bonus points (including bonus points, consideration points, and encouragement points) not to exceed 10% of the admission scoring scale. This is an important adjustment aimed at limiting discrepancies between methods and enhancing transparency in admissions.

Regarding eligibility criteria and input thresholds, the new Regulations specify clearer minimum criteria for each group of majors, especially for specific fields such as teacher training, health sciences, and law.

For methods not using high school graduation exam results, candidates must still meet the academic performance requirements or corresponding study results, thereby ensuring their ability to pursue and complete the training program. Additionally, foreign language certificates and international certificates used in admissions must be valid for 2 years, contributing to ensuring the timeliness and reliability of admission data.

Another notable point is that the Regulations continue to standardize the admission process on the common system of the Ministry of Education and Training, from aspirations registration to data processing and enrollment confirmation. Candidates can register for a maximum of 15 aspirations and are evaluated equally across different methods, regardless of their priority order (except for some specific cases), thereby optimizing their chances of admission.

The Regulations also set higher requirements for the transparency of admission information. Training units must fully disclose information such as admission methods, subject combinations for consideration, input thresholds, tuition fees, student support policies, and conditions for ensuring training quality; and concurrently maintain public information for at least 4 years to facilitate social monitoring.

Compared to previous regulations, VNU-Hanoi’s new Regulations clearly demonstrate a direction towards strengthening admission autonomy coupled with standardization and quality control, while being more flexible in using modern competency assessment methods and international integration.

The Regulations are effective from the date of signing and supersede previous provisions. The issuance of the new Regulations not only aims to update the provisions of the Ministry of Education and Training but also affirms VNU-Hanoi’s determination to build a modern, fair, and effective admission system, contributing to enhancing training quality and developing high-quality human resources for the country.
